BCG: Dozens of Autonomous Systems Need a Shared Control Layer, Not More Separate Rules

On August 14, BCG described a problem that emerges only after a company moves beyond a handful of isolated agents and starts operating dozens or hundreds of them. Each cloud platform, enterprise system, or development team may have its own tools for security, permissions, and monitoring. The result is several parallel ways of governing the same type of digital worker. The company then struggles to answer a basic question: which autonomous systems is it actually running, and what can they access? BCG therefore proposes an enterprise control layer that sits above individual technologies. Teams can retain freedom in choosing models and development tools, while the shared layer defines identity, authentication, access rights, audit requirements, data-use policies, and operational monitoring. Development and control are separated in this way. A company does not need to require everyone to use the same model in order to require everyone to follow the same security rules. The foundation is a distinct identity for every agent. The organization must be able to determine unambiguously which system carried out a specific action, under which permissions it acted, and to whose authority those permissions were tied. BCG recommends centrally managed authentication, role-based control, conditional access, and a complete audit trail. Without these measures, it may later be difficult to distinguish between an error made by a person, an application, or an autonomous system. The control layer also makes it possible to stop unregistered systems. If an unknown agent attempts to call an enterprise interface or access a sensitive service, the control mechanism can intercept it before the action is executed. This is particularly important in environments where employees and teams can quickly create their own automations. Without a central overview, the company faces a problem similar to the earlier rise of unsanctioned cloud software, except that the new tool can act on its own. BCG argues that common rules do not have to slow development. It recommends preapproved, secure pathways for common deployment patterns. If a team uses an approved method for identity, data access, monitoring, and controls, it does not have to go through several weeks of individual approval every time. BCG cites cases in which governed deployment was shortened from weeks to one day, roughly a tenfold improvement. The business impact lies mainly in the future cost of disorder. Today, it may seem easier to let each platform manage itself. With hundreds of agents, however, the company pays for duplicate controls, struggles to track consumption, and must search across systems to identify an owner during an incident. BCG warns that adding governance later to an already uncontrolled environment will be more expensive than creating a common framework before large-scale adoption.
