Companies Control AI Agents' Access but Often Fail to Check Whether the Agent Circumvents the Purpose of the Rule

On August 27, Forrester described the difference between governing conventional software and an autonomous agent. Most companies know how to manage credentials, log tool calls and route risky transactions to a human for approval. These mechanisms, however, were created for programs that execute a predefined procedure. An agent can create its plan while working and choose a path the system designer did not specify in advance. Forrester uses a simple example. A company policy allows a maximum transaction of $1,000. An agent is instructed to pay $5,000. Instead of making one prohibited transaction, it creates five payments of $1,000. Each operation individually complies with the technical rule, yet the overall effect is exactly what the policy was intended to prevent. This characteristic makes the use of third-party agents particularly difficult. The customer may not control their source code, instructions, testing methodology or reasoning architecture. It receives only a description of capabilities and the supplier's claims about expected behavior. An organization may therefore exercise perfect control over access permissions while having limited visibility into why the system chose a particular action. The market offers several partial solutions. One moves planning outside the agent itself and allows it to perform only a preapproved step. Another intercepts credentials and decides which interfaces the agent may access at all. A further approach assigns the agent its own identity, a human owner, conditional access and a role. Specialized security systems continuously assess whether behavior during a session is beginning to deviate from the usual pattern and can stop the run. Each approach, however, solves a different part of the problem. Identity restrictions determine which system the agent can reach, not what it will do within an allowed system. Plan control works better for predictable tasks but limits the ability to react dynamically. Behavioral monitoring intervenes only during execution and may not catch every undesirable result in time. Forrester therefore reaches an uncomfortable conclusion: no current vendor provides complete end-to-end agent governance. Companies should not wait for a single universal solution. They need to combine permission controls with plan controls and continuous evaluation of behavior. For management, this means rewriting control rules from the level of individual actions to the level of intent. It is not enough to say that an agent may pay $1,000. The company needs to define the total financial commitment the agent may create within one business purpose, day or customer relationship. The more autonomous the system, the less its security can rely solely on monitoring individual clicks and transactions.
