Cohere analyzed 696,000 tools offered through public MCP protocol servers and compared them with the O*NET database of work activities. Under a strict methodology, only 2.6 percent of the tools can independently perform an existing work task from beginning to end. For 419 of the 923 occupations studied, researchers found no public agent activity at all.
