More training will not rescue performance if employees lack the capacity to use what they already know

A performance problem does not necessarily mean a lack of skills. People may know exactly what to do and still perform inconsistently because of overload, back-to-back meetings and too little time to restore attention. Adding more training then increases demands on a system that is already overloaded. Employee development therefore needs to address not only knowledge but also the conditions in which people are expected to use new behavior.
